If I'm only paying for a "Windows 365 Enterprise 2 vCPU, 8 GB, 128 GB' license, I don't believe the C: drive could be increased beyond 128 GB, correct? Would I need to purchase additional licensing for 256 GB (for example) to have "reserved" for Cloud PCs that may need to be increased in the future?

That's correct, yes. For an increase in the size of the OS disk you would need to upgrade to the next tier of licensing (e.g., 128 GB to 256 GB).
