Will Edge ADMX GPO apply on those MS Edge which is not "Microsoft Edge For Business"?

    Yes, there is only a single version of Edge that is installed on devices, and it will respect the configured Edge policies for that device. The "for Business" moniker mostly is used to refer to features/functionality that are commercial focused and isn't actually a different version of Edge.
