How much data is being used for each backup? Does it count against the data permitted for the tenant?

Actual data usage is variable depending on exact configuration but is ultimately expected to be in the MB range per user profile. This cost for this is not directly accounted for or charged to the customer (there are no Entra ID data limits to my knowledge though as Entra ID is not a common location for storing customer data).

Hi, once restore for Hybrid will be supported, will it work with devices provisioned with OSD (sccm)?
We would like to keep imaging devices with OSD while being able to restore user's settings via this new backup and restore solution.

Provisioning methodology will not impair the usage of restore on hybrid join devices as this will be implemented post provisioning and on-demand. Of course, the bigger question is why you have not started your cloud-native Windows journey yet :-).
