Microsoft has mentioned that major change will take place in H1 with minor changes in H2. My understanding is that new features are included in monthly quality updates for all new versions in an inactive and dormant state. i also understand how features remain dormant state until they are turned on through the "enablement package". However in the past year i noticed that 20H1 had minor changes with Major changes coming this fall with Windows 11. Will this be true also with Windows 10? Will major changes now be expected in H2 versions moving forward ?

Windows 11 will have an annual update cadence, expected in the H2 timeframe. Unlike Windows 10, you should not expect an H1 release. Each H2 release of Windows 11 comes with a 36-month lifecycle for Enterprise and EDU editions, and a 24 month lifecycle for Home and Pro editions.
