I agree with Hector about the PowerPoint Present Live option, but it doesn't have a conversation option. For example, if attendees have questions. The web-based (and Windows app) Microsoft Translator allowed for a conversation. Many teachers used it for discussions when they have students who speak another language. I used it when teaching Office skills to a class of students all new to America who spoke 5 different languages and they were able to interact for the first time. Teachers shouldn't have to use their mobile devices.

Some prefer to type their response/question like they could do in Microsoft Translator.
