Is there a way to force/prioritize clients to use connected cache over peers for getting content so that it acts like a distribution point for DO content? thks

yep - you can set the Download mode to 0 i.e no peering OR if you just want to prioritize MCC but still have some P2P you have to use the Fallback policies
