My director says he had problems with Delivery Optimization in the past and has had it turned off in GPO. Would you be able to provide reasons why we need to turn it back on? Also, best practices so it doesn't overwhelm certain machines (like executives)?

If you are pulling updates directly from the internet, you will want to enable DO's P2P to reduce the bandwidth usage on your network. Participating in P2P (as a "seed" or an "uploader") should not overwhelm the device. It is typically the download side that is noticeable and that can happen if a device is downloading too fast. If you have sites with low bandwidth it is recommended to set bandwidth throttling policies (whether or not you are using P2P).
