You can do some basic things like this in the camera itself when doing web and screen recording from https://stream.office.com We are working on bringing full video editing to M365 enterprise with Clipchamp this year. Stay tuned for announcements. We also have a basic "annotations" feature we are thinking of for Stream itself where you can add simple hotlinks, callouts, and MS Forms quizzes. This is not on the public roadmap yet but under development. When we get further where we are confident in a date will add this to the roadmap.
