Thank you for raising this feature request. So far we don't have a plan to enable this feature to import a SharePoint Lookbook theme into modern site of SharePoint Server Subscription Edition. But this is an opportunity we can look at in the future.

Could you please provide more information about this ask so that we can better understand why you need it and in which scenario you need it, such as

1. Who will be the major users of Lookbook theme in which usage? 
2. What kind of site do you want to applying the themes to?
3. What kinds of themes are you specific looking at? 

It will help us to prioritize the feature request.
