From customers, we already know how crucial it is to support newer version of SharePoint Framework and associated toolchains. Thank you for this feedback! Actually, this is one of the hottest questions people want to know regarding SharePoint Server Subscription Edition (SPSE).
We're currently investigating how we can upgrade SharePoint Framework, Office Fabric UI, and React in SPSE. For example, by the end of this year we plan to upgrade to the newest version of Office UI Fabric in the 5.x series. We plan to start supporting newer versions of SharePoint Framework within the next 12 months. This will be a multi-step journey over time because much of the functionality in newer versions of SharePoint Framework were specifically designed for SPO scenarios that aren't available on-premises. We plan to add support for newer SharePoint Framework versions incrementally over time (version by version) to ensure high quality.
SPSE is a live product in evergreen mode, it gives much more possibilities to add new things to this version comparing with older version of SharePoint Server products. SPFx will fully benefit from this evergreen model.
