Can SPE be used within a NextJS app? Would I create a NextJS app and use SPE plugin within VS Code to set up two directories within the same solution?

Couldn't I build similar stuff with a SPFx webpart and build my own UI through that with my SharePoint Site Collection acting as my container?

This is certainly an approach. Some key differentiators are:
- Throttling - you will get better throughput with SPE.
- User control - users are notorious for going into a library, changing some settings and breaking your application. SPE prevents this and you control how and what users can do.

Maybe I missed it but what is required for setting up and using SharePoint Embedded? Specifically what type of license is required or how costs are calculated?

Steve is demo-ing that right now. Since it is metered, there are no licenses to buy. Note that your tenant must have 1 SPO license just to make sure it has the infrastructure. But everything else is simple meters. Learn more: https://aka.ms/start-spe.

From what I saw Graph API ist the main way to interact with SharePoint Embedded. There are some capabilities that are only possible with SharePoint Rest API. Do I get this right, that thes SharePoint REST API specific capabilities are not part of SharePoint Embedded?

Yes, Graph is how you interact with SPE. We have expanded Graph to make this happen, and if there is an API capability you need from CSOM / SharePoint REST let us know and we can figure out a way forward.
