Thank you for your feedback. Can you please share more information about the ask/scenario? Are these "read-only" users with project license expected to perform any actions in other projects?

They should only be able to update progress for tasks assigned to them. Like if they do not have a project license. So the default of a teammember should behave like that. An option for the team member could allow them to do the same as the project manager
