They help many people get started quickly and learn project management. it is certainly true that having customizable templates in an enterprise environment is very important. Today, many of our customers successfully create Template plans and projects and use the copy feature for this exact scenario. This being said, we will continue to build on our template infrastructure and expand its capabilities - which will include the ability to create local templates.
