I subscribe to Project and use some of the premium functions within Planner. My issue is, users cannot see the Gantt chart that I see. Is there a way users can see the Gantt chart without having to build something in PowerBI or some other API or software?

Timeline would require a Planner Plan 1 license at least Tyler. You would have to decide if the license cost is cheaper than trying to build something similar in Power BI to expose it.
