If I created a plan using Plan 1, can non Plan 1 users contribute to the tasks (update their tasks)?

Yes, users who have a Microsoft 365 licence but do not have a premium license can still be added to premium plans, and they will be able to edit with the same set of capabilities that they have access to in basic plans.
