If I created a plan using Plan 1, can non Plan 1 users contribute to the tasks (update their tasks)?

If the user is the member of the plan 1 then the user should be able to make updates to the tasks.

To follow up on Rishi's comment - non-Planner Plan 1 can also make updates to tasks, but would need a premium license to view or access or premium functionality.
