The option is rolling out - you should see the premium 'diamond' against features that will drive the converstion option - if you aren't seeing it yet there is a workaround you could use for now - https://techcommunity.microsoft.com/t5/project-support-blog/planner-copy-a-plan-to-a-premium-plan/ba-p/4135114
