As much as I understand this video somebody with project license should be able to create premium plan in planner (works for me). It is also possible to share with group. But non of the group members without project license can access premium plan. According to the youtube video (around 3:00) I had expected every group member being able to access the premium plan having at least some basic (limited) functionality. But without project license I'm not even able to access created premium plan. Is there any special process I have to follow to access premium plan without project license?

Team members without Project Licenses should be able to access the grid view and some features of the tasks - for example, they can change the percentages and mark complete but probably not be able to change the deadlines. They should be able to see this in a Teams Tab or if they have the Teams Planner app installed.
One thing our IT had to do was to turn on the ability for our employees to view Project within teams throughout our M365 workspace, so perhaps that is where the issue is? Prior to them turning it on employees just would not be able to see the additional tabs in Teams.
