Hi Sholom - can you clarify what you mean by "project" in this context? If you share your repro steps I can better help answer. In the new Planner you can create new plans or premium plans, the latter are technically "projects" if you are familiar with Project for the web. Tasks created outside of plans (e.g. in Private Tasks) can be moved into plans.
