Do you only get to see the "Premium" plans after you have a project plan license?

Basic plans are available with an E3 or E5 Microsoft license. For Premium plans, you will need a paid license to experience the premium capabilities. You can share premium plans with those that do not have a premium license.

Just to be really clear - M365 users can see all plans (if they are given permissions) - but they will only see 'basic features' in premium plans. hope that helps.- NancyatMSFTApr 04, 2024

Just to be really *really* clear 😄 - here's the service description that shows the capabilities available in premium plans based on your license: https://learn.microsoft.com/en-us/office365/servicedescriptions/project-online-service-description/project-web-service-description. And like Howard said, basic plans are available to all Microsoft 365 licensed users not just E3 and E5.
