I have access to Tasks by Planner and To Do in Teams. How do I know if my enterprise license has the new Planner, and which 'version' of Planner and will have, without having to ask the company?

When you add an app in Teams, see if you have "Planner". It actually gives you a nice introduction screen so you know it is the new Planner. https://learn.microsoft.com/en-us/office365/servicedescriptions/project-online-service-description/microsoft-planner-service-description or https://techcommunity.microsoft.com/t5/project-blog/enhanced-collaboration-in-project-for-the-web-with-your/ba-p/4076639 are good sources to learn about the enterprise plans.
