Is it possible to create a plan and build it out and THEN add it to a group? I skipped the "add to group" option when creating a new Premium plan, and now can see no way to retrospectively do this.
PMs in our organisation typically want the opportunity to build out the plan first before sharing with team members, rather than having people critique a rough WIP.

Yes, you can do this via the 'View and add members'/'Share' button in the top right corner of the plan. You should have the option to add the plan to an existing group or create a new group for the plan (if you have appropriate permissions).
