Is the new planner is going to have permission levels (read vs read+write) and can project managers restrict access so that team members who are assigned a task cannot edit/delete other tasks from the project plan?

    No, we do not have a way for project managers to restrict permissions. We support the same permission model as exists today in Project for the web and Planner web.
