Would it be possible to include a discrete "version number" in the Sharing UI, so that it is easier to tell which experience you have? It could even be output to the browser dev console. Example Scenarios:
1. Choose "Share", change link type to "Anyone". Choose an individual in the company that doesn't already have access and send. I would expect a sharing link to be created and sent to the individual. Instead the user is granted direct access. Potential enhancement could be to display a prompt like "[Person] will be granted direct access"
2. Choose "Share", change link type to "Anyone". Choose an individual in the company that already has access and send. I would expect a sharing link to be created and sent to the individual. No changes are made to the item permissions. Potential enhancement could be to display a prompt like "[Person] already has permissions"
3. Choose "Share", change link type to "People with existing access". Choose an individual outside the company that doesn't already have access and send. The external user is granted direct access. Potential enhancement could be to display a prompt like "Link type changed to People you choose".
There are other variations on these scenarios. I can imagine that the challenge is creating a UI that is simple, flexible and intuitive. Current UI is simple and flexible, but is not intuitive.
