Archived files stay within the OneDrive and SharePoint services, honoring geo-residency requirements and offering the same high durability of OneDrive and SharePoint that you've come to rely on! Effectively, archived files are just 'tiered' into colder storage.
Is this a different concept from the M365 archive?
Can I understand that the "archive" function mentioned here refers to storing documents that users don't actively use but don't want to delete, and that these documents are kept outside the reference scope of Copilot?

This is the same feature as M365 archive. File-level archive will be coming to a public preview for SharePoint early next year. Yes, archived files are excluded from Copilot so that Copilot's answers only reference the most relevant and recent content.
