Co-organizer itself doesn’t support external folks. We do support external federated presenters in meetings, but non federated and anonymous can indeed be promoted after the fact.

If I walk back my ask to ... Allow the Specific People option for Presenters to include people from federated tenants listed as Required. In general, having fewer details to configure after the meeting starts makes for smoother meeting experiences for all participants.
