Is it ever going to be possible to nest roomlists (ie: State>City>Building) in the "Add location" dropdown when scheduling a meeting?

You can do this using the Outlook client when scheduling.
Check into these two features:
Set-Place https://docs.microsoft.com/en-us/powershell/module/exchange/set-place?view=exchange-ps
New-DistributionGroup https://docs.microsoft.com/en-us/powershell/module/exchange/new-distributiongroup?view=exchange-ps
You may not be able to get quite so granular, but you can definitely add some nesting to the searches.
