When you create a Intune configuration profile using the Settings Catalog, then configure (user) settings, what's the difference if you assign them to devices v users? If you assign them to devices, does that mean any user who sign-ins to the Windows device gets those settings? If you assign the same setting to users, does it only apply for the user currently signed-in?
