Why did you put so many settings into one security baseline instead of creating different baselines (theme based) such as RDS Baseline, Defender Baseline, Above Lock Baseline, Audit Baseline... This way you would be much more flexible if there are exceptions for some systems. With only one baseline and multiple exceptions (which exist in the real world) it becomes very hard to manage baselines and prevent conflicts.
