Last I looked, Intune Suite is license per user. What I haven't seen is which user. The admin? The user of the PC? Both? All?

The Suite is per user, for each user that will receive an app from the catalog. Intune admins do not require licenses for normal admin tasks, but for the users to receive and use the apps from the catalog, they will need a license. Please talk to your account team for more information on licensing.
