Filters are not always applicable. Will they be available on all possible locations within Intune in the near future?

I guess you mean that you can't use them on all assignable workloads in the console. This is the list of supported workloads and we are working towards adding others over time based on your feedback. https://learn.microsoft.com/en-us/mem/intune/fundamentals/filters-supported-workloads
