Talking about workload migration to cloud and apps, what about complex sites that are supported using distribution points. Would have any option to config an app on Intune and deploy it to on-premises distribution point like service?

My standard question here is what do you need that standard delivery optimization using peer to peer does not provide? This provides the same (or similar) results as a DP without having a dedicated, on-prem footprint. - SteveThomasIn many cases, the reasons behind leveraging a complex distribution environment revolved around bandwidth and bandwidth management. With the shift to a cloud-only infrastructure, we realized there would be use cases like the one you mentioned which is why there is continuous development and innovation in this area.
