Will these capabilities be expanded to P1 licenses, or remain exclusive to P2 or the Intune Suite Add-on?

Microsoft
Enterprise Application Management remains an Intune Suite feature. It can be licensed as a stand-alone add-on or as part of the Intune Suite. Starting in FY27, it will also be part of E5 licensing. See details for this at Microsoft 365 adds advanced Microsoft Intune solutions at scale - Microsoft Intune Blog.

Great, thank you for that information.
As a small Educational institution (<150 licenses) we're just getting started using Intune with A3 licensing, the EAM Catalogue features would have been a huge benefit for getting started with Intune and deploying Win32 apps. The cost of the Intune Suite Add-on or A5 licenses to use that feature alone would likely be cost prohibitive for us.
