Hi Andrew, yes Copilot is licensed per user so there's no requirement to have to provision everyone in your tenant. You would have to ensure those users have the appropriate prerequisite base license (E3/E5/Business Standard/Business Premium). More details on availability will be made as GA approaches.

Hi Gabe, was your comment accurate? It looks like there is an MOQ of 300 users, am I missing something?
