Q3: Will all staff need a license upgrade or will it be possible to target specific staff to give Copilot to?

    More information will be shared about licensing in future, but yes, you will be able to assign a license to users.

    Copilot will be an add-on license that at this time requires the user to have Microsoft E3, E5, Business Standard or Business Premium. You can assign Copilot licenses to specific users who have a base license.
