What permission is required to view user based usage stats? I have GR and cannot see the user level usage data.

The Copilot for Microsoft 365 report is part of Microsoft 365 reports in the admin center. Global reader (GR) provides access to Microsoft 365 reports, but no user details. See this article for more details on which roles have access to user details.
