Does copilot gets the external data everytime it's requested? Can we have some type of cache?

Following up from AMA answer, Graph connector data is evaluated and retrieved similar to other Microsoft 365 data sources. If the answer has already been provided in a conversation (i.e. a "new chat" instance in Copilot for Microsoft 365) then it will generally not be re-retrieved. Aside from that there is no "cache" so to speak.
