Can I configure all this on my own as I belong to a university based MS 365 - and let the university be the admin and set up all the security, etc.

As long as you are authorized and have the necessary roles on your university tenant. Applying Copilot license is slightly different for A3/A5 licenses https://learn.microsoft.com/en-us/microsoft-365-copilot/microsoft-365-copilot-enable-users.
