Can I configure all this on my own as I belong to a university based MS 365 - and let the university be the admin and set up all the security, etc.

    You can use the personal Copilot experiences either with or without a Microsoft account. For work experiences with additional data protections and Microsoft Graph integration, your admin would need to configure everything.     As long as you are authorized and have the necessary roles on your university tenant. Applying Copilot license is slightly different for A3/A5 licenses https://learn.microsoft.com/en-us/microsoft-365-copilot/microsoft-365-copilot-enable-users.
