As a Teams admin, is there a way that I can set up policy to automatically record and transcribe all meetings? I know you can allow/disallow transcription, but I want to default it to on all the time, so that users don't have to remember to set it when they schedule the meeting, or manually start recording when the meeting starts. I'd much rather have someone have to stop/delete an unwanted recording than forget to start and miss out on capturing important data. It seems like there might be something buried in sensitivity labels, but is there really no top level policy setting for "automatically record and transcribe all meetings"?

There is an option for the organizer. When they create a meeting, they can choose Without transcription from the dropdown in their meeting options. . Copilot will work during the meeting even if nobody has turned on the transcription - This option uses a temporary transcript that is hidden and gets deleted when the meeting ends, so the transcript and Copilot are not available via recap after the meeting. The benefit of this option is that latecomers can still use copilot in the meeting, even if no one has remembered to turn on transcription. The downside is that people might forget to turn on transcription because they see copilot working, and then they miss the chance to access the recap/ transcription and interact with it via copilot after the meeting.
You can decide to have this as an option for each relevant meeting for the meeting organizer to set up or you can set it up as a default setting in your meeting policy, meaning that all meetings will start with copilot working without transcription. In our organization, we have chosen not to have this setting as default in our meeting policy, we think that there are more drawbacks to potentially not having the transcripts available after the meeting, what we see is that someone in the meeting with a copilot license will try to interact with copilot and turn on transcription.
