There doesn't seem to be an option on Teams admin centre. On the meeting policy option for Copilot, only options available are 'On' or 'On with Transcript'. And irrespective of these options selected, users are able to go to meeting options when scheduling a meeting to select 'Copilot' settings as 'without transcription'
