No, it is not required that all participants are licensed for Copilot for Microsoft 365. Copilot licensed users may use Copilot in Microsoft Teams even if other meeting participants are not Copilot licensed users.

    thank you. if i am invited to a meeting, and theey have copilot license. i also have copilot license. can i still use copilot then ?
