Are sensitivity labels for Loop only available to be set at the Admin level? or can users customize their own?

Sensitivity labels are similar to those that you've used across other WXP apps in that users can select the appropriate label relevant to their component within a set of options, but the admin will dictate which labels are available for use among users within their tenant.
