Hi Junhua, just want to clarify. Are you having trouble adding the user you want to access the former employees OneDrive a member of the Site collections admins role?
Is that user logged in as a site admin or site owner? This article should help: https://docs.microsoft.com/en-us/sharepoint/manage-site-collection-administrators#add-or-remove-site-admins-in-the-new-sharepoint-admin-center. It includes steps for adding a new admin.
