When we tried to "grant access to another user to access a former employee's OneDrive", the new user profile can't be saved as the Site collection administrators. Is there any setting we didn't turn on that feature?

Hi Junhua, just want to clarify. Are you having trouble adding the user you want to access the former employees OneDrive a member of the Site collections admins role?
Is that user logged in as a site admin or site owner? This article should help: https://docs.microsoft.com/en-us/sharepoint/manage-site-collection-administrators#add-or-remove-site-admins-in-the-new-sharepoint-admin-center. It includes steps for adding a new admin.
