Windows Update broken for build 25921?

Today I have tried to see if optional features become available (as the next RTM for next edition of Windows Server seems very close), and Windows Update ran in the background. It seems it not. Windows Update downloaded and tried to install an update for .NET Framework. It gave a message of reboot, I rebooted the machine. After I logged in, the message of reboot was mantained. It seems the update failed to install and kept asking for reboots.

I tried running Windows Update from PowerShell, it was the same issue. It seems that it managed to install a Windows Defender definition update, but not the .NET Framework update. I deleted the files present in C:\Windows\SoftwareDistribution\Download , it did not helped either. The deprecated troubleshooter found in Settings for Windows Update failed as well.

Has anyone had similar issues with this update? Perhaps the fact that I tried to install Optional Features while Windows Update was running caused some issue? If this issue is present only on my test machine, I guess most likely re-installing the OS from scratch would be the only solution.

    Still broken in 25931? Just disable the update service for a quick fix?

    I can confirm that I am having the exact same issue with the .net update. This started within a day of installing the newest build. The update doesn't seem to install. The system reboots and the standard splash screen shows. The updating Windows screen appears for a fraction of a second and then boots normally and shows the "it's almost time to restart" notification immediately upon login as if you had never rebooted for the update at all.

    We confirm similar results.  In our case, once we reboot from the .NET Framework update, Hyper-V Manager is broken and will not connect. Only solution to fix was to do an upgrade install from the 25291 .ISO and set Windows Updates to manual so that .NET update does not attempt re-install.
