[Windows Server Insider Preview 17709] Server Core's Notepad do not display "File open dialog" then
It also occurred in the previous build including Windows Server Insider Preview 17709.
I am trying to open a file with Notepad of Semi-Annual Server Core, notepad is done without "File open dialog" appearing.

This phenomenon does not occur in the Windows Server Insider Preview LTSC GUI.
Windows Server Insider Preview 17713 Server Core is same phainomenon.
