Windows Server Insider Preview - 18317 English
Server boots to cmd.com i need gui...
any advice would be very appreciated..

Build 18317 is a SAC preview build, so there is no GUI.
If you need a GUI, then you need to deploy Windows Server 2016 or Windows Server 2019
