Windows Server Insider 22509 setup can not upgrade to 22518 but 22509 to 22509 is fine with setup

- We haven't been able to reproduce this issue internally. Would you be able to provide setup steps?
I just mount the 22518 iso in this computer as E drive and click the build 22518 setup (E Drive Virtual CDROM) on build 22509 system, it will be displayed not enough space and somethings. So I use Microsoft setup diag to see the log.
Because I tested 22509 iso is fine with setup in-place upgrade on build 20348 at the same time, it is fine without any error.
I also tested 22509 iso is fine with setup in-place update on build 22509 too, upgrade to same build 22518, it is fine without any problem too
So I think that it should be 22518 issue with in-place upgrade from 22509
