Start menu layout cannot be changed

I managed to hide the all apps list via a registry change, but now the button to open the all apps list is completely missing. Something tells me WS2019 wasn't ready to be released... The documents and pictures buttons are also useless and fail to open explorer.
If you add any file to the "c:\ProgramData\Microsoft\Windows\Start Menu" folder (or in user profile Start Menu folder), it will cause the start menu to be updated. But this is a bug.

Hi Mary,
I have been doing some testing in various scenarios, if you modify a user that has a local profile to the server then the advised KB does work if the profile roams with the local one being deleted this does not work and still has the same issue. In other scenarios using Citrix Profile Management or Citrix WEM then the issue is still present I have not tested this within just an RDS environment using profile disks however I imagine this will have the same issue as it still happens when the profile is located elsewhere and/or if the local cached profile is removed them streamed back to the server.
